SwimSafer 2.0 is the National Water Safety Programme designed to emphasize the importance of safety around aquatic environments. The programme aims to teach swimming proficiency and water survival skills in a fun manner. There are 6 progressive levels, with theory test.  Each stage builds on skills learned earlier, introducing new movement, survival, and safety competencies.

STAGE 1

Introduction to Water Skills

Purpose: Build water confidence and basic independence.

Skills Covered:

  • Safe water entry (slide-in) and exit (pool edge or ladder)

  • Forward/backward movement in shallow water

  • Floating (front and back)

  • Blowing bubbles and submerging

  • Signalling distress and basic personal water safety behaviours

STAGE 4 (Bronze)

Personal Survival & Stroke Improvement

Purpose: Strengthen stroke technique and survival skills.

Skills Covered:

  • Compact and dive entries

  • Continuous 100m swim with a variety of strokes

  • Sculling and treading for extended periods

  • Throw rescue introduction (partner receives flotation aid)

STAGE 2

Fundamental Water Skills

Purpose: Develop foundational aquatic skills and basic swimming movement.

Skills Covered:

  • Unassisted step-in entry

  • Sculling and body orientation

  • Front and back floats/rolls

  • Survival movements (tread/float)

  • Feet-first surface dives, underwater object retrieval

  • Swim 25m continuously (front/back strokes)

STAGE 5 (Silver)

Intermediate Survival & Stroke Refinement

Purpose: Refine swimming efficiency and survival knowledge in context.

Skills Covered:

  • Introduction to diving entries (crouching)

  • Swim various strokes totalling 200m within time frames

  • Underwater navigation skills (surface dives, hoops)

  • Survival sequences with clothing; H.E.L.P. technique

  • Retrieve & swim with PFD in deeper water

STAGE 3

Personal & Stroke Development Skills

Purpose: Increase swimming stamina and introduce advanced entries.

Skills Covered:

  • Deeper water entries (stride/straddle)

  • Sculling, underwater skills

  • Personal Flotation Device (PFD) fitting in water

  • Swim 50m continuously with varied strokes (front/back, breast)

STAGE 6 (Gold)

Advanced Survival & Swimming Proficiency

Purpose: Highest level of swimming competence and survival capability.

Skills Covered:

  • Standing dive and deep water entries

  • Swim 400m efficiently across multiple strokes

  • Extended survival scenarios: head-first dives, underwater hoops, swim fast + survival swim

  • Make a flotation device from clothing and use it

  • Perform H.E.L.P. with self-made float and swim with it
